What it is
A travel and identity document issued by your country of nationality. Portuguese processes accept it as the civil identification document where a Portuguese ID is not held.
Who needs it
Non-EU, EEA and Swiss nationals, for whom it is the standard identification document in Portugal. EU, EEA and Swiss nationals may use a national ID card instead.

The authorities of your country of nationality, or its embassy or consulate in Portugal.

Yes, on the schedule set by your country of issue, typically 5 to 10 years.
